Tinubu Directs Crackdown on Rogue Universities: NUC, NBTE Join Forces

President Bola Ahmed Tinubu has directed the National Universities Commission (NUC) and the National Board for Technical Education (NBTE), along with other pertinent governmental bodies, to take strict measures against unauthorized higher educational institutions. This directive aims to protect the country’s education sector from fraudulent activities and counterfeit organizations. The president stressed that maintaining the credibility of Nigeria’s academic framework should remain non-negotiable.

He explicitly instructed the agencies to make sure that the operations of certificate mills are stopped for good, underscoring his government’s dedication to enhancing the standard of education within the nation.

During the 14th congregation ceremony at the National Open University of Nigeria (NOUN) held in Abuja on Saturday, the President issued this instruction. The event also saw the honoring of two prominent Nigerian figures—Dr. Akinwumi Adesina, who leads the African Development Bank Group (AfDB), and Rt. Hon. Abbas Tajudeen, the Speaker of the 10th House of Representatives—with honorary doctorates.

As Adesina was conferred with the Honorary Doctorate Degree of Doctor of Humane Letters (L.H.D.) Honoris Causa, Abbas received the Honorary Doctorate Degree of Doctor of Business Administration (D.B.A.) Honoris Causa.

The convocation ceremony also marked the graduation of 51 prisoners from various correctional facilities nationwide, including 41 undergraduate students and 10 graduate students.

President Tinubu, represented by Hajiya Rakiya Gambo Ilyasu, the Director of University Education, urged universities to adopt cutting-edge policies ensuring that graduates are adept at facing the job market—equipped not only with high academic standards but also with crucial soft skills needed for thriving in our current digital era.

He observed that worldwide, economies are transitioning towards knowledge-driven frameworks, and Nigeria should not lag behind. He emphasized the critical importance of focusing on innovation and acquiring digital competencies.

He additionally highlighted the importance of stopping the spread of unauthorized universities and other higher educational institutions within the nation.

At present, it is crucial to emphasize once again that this administration is dedicated to enhancing the coordination among all entities responsible for educational oversight to improve both effectiveness and standards.

The National Youth Service Corp (NYSC), Joint Admissions and Matriculation Board (JAMB), National Universities Commission (NUC), National Board for Technical Education (NBTE), and National Commission for Colleges of Education (NCCE) are joining forces to enhance educational standards and eradicate instances of fraud as well as unaccredited institutions—both domestic and international—from our academic framework.

"I am instructing the leaders of these agencies to stay committed to maintaining the government’s resolve to protect our educational sector from unqualified institutions. We cannot allow the integrity of our academic system to be jeopardized, and we must put an end to the operations of diploma mills once and for all," he said.

President Tinubu charged the National Open University of Nigeria with spearheading the creation of a digitally proficient workforce aimed at propelling Nigeria towards greater economic progress and international competitiveness. He highlighted that NOUN holds the key to transforming the landscape of education and skill enhancement within the nation.

He urged the university’s administration to transform NOUN into an entirely online campus, utilizing its proficiency in Open and Distance Learning (ODL).

"I am thus instructing the university to optimize its distribution methods by completely integrating technology. This shift necessitates NOUN to employ advanced digital resources to improve access, flexibility, and the general standard of education," he stated.

He committed his administration’s backing to education via information technology to boost learning. "By implementing targeted measures, we aim to guarantee that education stays both inclusive and tech-oriented," he further stated.

He revealed that the federal government, via TETFund, is funding the deployment of fiber optic facilities at NOUN to ensure uninterrupted internet connectivity for learners at various study centers throughout the nation’s geo-political regions.

During his speech, Vice Chancellor of the university, Professor Olufemi Peters, mentioned that the convocation took place concurrently in Abuja as well as at 36 locations spread across different states.

He stated that a combined total of 17,420 students, who were exemplary in both their conduct and academics, received degrees across different departments: this includes 10,967 undergraduate students along with 6,413 graduate students.

In the undergraduate program, 16 students completed their studies with first-class honors; 1,417 achieved an upper-second class division; 5,518 obtained a lower-second class division; 2,761 were awarded third-class honors; and 138 graduates received passes. For postgraduates, 2,103 students attained postgraduate diplomas, 4,310 earned master's degrees, and 40 were granted doctorates.

He observed that NOUN was created to address the issues within conventional educational frameworks, including restricted facilities and admission limits. The Open University takes pride in offering adaptable, top-notch, cost-effective, and reachable learning opportunities.

He mentioned further that the university's dedication to fairness and equality can be seen through its initiatives aimed at promoting continuous education and increasing accessibility, particularly benefiting those incarcerated in rehabilitation facilities. So far, 139 prisoners have taken advantage of NOUN’s scholarship opportunities at both undergraduate and graduate levels.

Throughout the years, our student body has expanded considerably—from roughly 1,230 students back in 2003 to around 133,000 current students enrolled at 120 learning centers countrywide, which includes locations within correctional institutions.

He encouraged the graduating students to maintain honesty, strive for greatness, and utilize their education to contribute positively to society.

He motivated them to stay linked with their alma mater through active participation in the university’s growth initiatives, either as individuals or as a group.
