PCCR Leads Provincial Dialogue on Out-of-School Children in Punjab – International Edition (English)

The Parliamentary Caucus on Child Rights (PCCR), headed by Convener Dr. Nikhat Shakeel Khan, organized a consultation meeting to tackle the critical challenge of children who are not attending school in Punjab. This gathering sought to identify the root causes of this issue within the region and create targeted approaches suited for Punjab’s distinct circumstances.

Dr. Khan greeted the attendees, which included National Assembly (NA) members such as Syed Ali Qasim Gillani, Dr. Shazia Sobia Aslam Soomro, Ms. Asia Naz Tanoli, and Ms. Sarah Ahmed, who serves as the Convener of the Provincial Caucus for Child Rights in Punjab. Present among them were also personnel from the Multan Education Department, individuals representing various non-governmental organizations, along with staff members from the National Assembly Secretariat.

Dr. Khan stressed addressing the underlying issues of out-of-school children (OOSC), such as economic obstacles, child labor, population movement, and social attitudes that limit educational opportunities for girls. Member National Assembly (MNA) Syed Ali Qasim Gillani pointed to effective strategies implemented in Multan and called for these approaches to be adopted in regions where many children remain out of school. He proposed actions including parental guidance sessions, improved school facilities, enhanced information technology laboratories, and alumni engagement programs.

Ms. Asia Naz Tanoli, an MNA, advocated for establishing a basic educational qualification requirement for educators, launching public information initiatives, and reinstating adult learning courses such as Taleem-e-Baligha.

Dr. Shazia Sobia Aslam Soomro highlighted the importance of implementing personal safety initiatives for children and advocated for cooperative approaches to minimize abuse and enhance vocational education. Ms. Sarah Ahmed informed participants about Punjab’s current projects in conjunction with UNICEF and the Child Protection Bureau, which concentrate on safeguarding children's well-being and providing vocational training specifically for young females.

She highlighted the importance of enabling girls to gain knowledge and generate income. The meeting also included a demonstration from the Multan Education Department, presenting area-specific statistics regarding out-of-school children along with current governmental programs. Members of national assembly suggested various strategies such as enhancing collaborations between public and private sectors, upgrading educational infrastructure, and enforcing legislation for universal free and mandatory schooling.
